tcITResourceNotFoundException: Error In OIM When Using A Lookup (Doc ID 832223.1)

Users who are not in elevated privilege groups, like System Administrators, are seeing an error as deriving from the IT Resource parameter lookup. When a lookup obtains IT Resource parameters, the lookups work when run on behalf of a user which is a member of the "System Administrators" group. However, when run on behalf of a normal Xellerate User, the lookup fails with errors such as:
IT resource instance with key '0' does not exist.

How can a normal Oracle Identity Manager (OIM) User make use of the lookups without running into the problems above?
