This note applies to both 10.1.3 and 11g.
Symptoms
During the 10g installation, it fails on the Oracle Process Management and Notification Configuration Assistant Configuration Assistant fails. During an 11g configuration, it fails on the "Create and Start OHS Component" and the installYYYY-MM-DD_XX-XX-XXPM.out shows these messages:
