Unable to Login to the B2B Console, Certificate Shows "This certificate has expired or is not yet valid" (Doc ID 838808.1)

This problem can occur on any platform.

Symptoms

When trying to access the B2B Console using Internet Explorer with SSL enabled, (i.e. https://host:port/b2b/ )  the following error occurs:

Certificate Information: This certificate has expired or is not yet valid
 Valid from {date} to {date}
