Web Cache Invalidation Job Performs Extremely Slow at Times In 10g Portal

Symptoms
The Web Cache invalidation job "randomly" runs extremely slow taking a lot time to complete. It does not seem to be related to the number of rows in the invalidation table (wwutl_cache_inval_msg$).
There are groups in this environment with many thousands of members (20,000+).
During slow performing runs (hours instead of seconds) the following is observed:
- There are rows in the invalidation table with MSG_TYPE=6 (or 10) (group/acl invalidations).
- AWR shows waits with event='TCP Socket (KGAS)'.
