Symptoms

Two languages have been enabled within Portal, one is the default English and the other is Traditional Chinese. Accessing through the English UI is successful.  When accessing with Chinese UI, some pages return the following error:

 ORA-12702: invalid NLS parameter string used in SQL function (WWC-35000).
