Navigation in One Portlet also Refreshes Other Portlets on the Page

Symptoms
In a WebCenter Application (jspx page with JSF Portlets on it) navigating in one Portlet, e.g. pressing a link or clicking a button, the complete WebCenter page gets reloaded along with all the other Portlets on the page not just where the object was clicked.
Steps To Reproduce:
1. Portletize some JSF Applications
2. Create a new JSF Page
3. Add some of these JSF portlets to the page
4. Click on a link or button inside a JSF Portlet
5. Notice that the compete page is refreshed along with all the other portlets, not just the portlet where the objects was clicked
