Error Applying Oracle AS10g Patchset 10.1.2.3.0 "Does not have Single Sign-On registered" (Doc ID 842768.1)

Symptoms

Installed Standalone Oracle AS Business Intelligence (10.1.2.0.2)
Installed Oracle AS10g Infrastructure. Installation Type: OID only
Configured Business Intelligence to OID using doc

 Applying Oracle AS10g patchset 10.1.2.3.0 to Standalone BI fails with error.
 Software update (10.1.2.3) on BI Standalone fails.
 In OUI, after entering Username and password gives message:

"This Oracle Internet Directory cannot be used because it does not have Single Sign-On for this
Oracle Internet Directory or specify another Oracle Internet Directory hostname".
