JAX-WS web service that uses SOAP 1.2 binding throws error "Unsupported Content-Type" (Doc ID 844691.1)

Symptoms

In Weblogic 10.x, the client generates JAX-WS web service based on the WSDL.  However, the Weblogic test page and the SOAPUI tool fails since Weblogic does not recognize the web service as SOAP 1.2.  The following error is thrown in Weblogic, complaining about the HTTP Content-Type --
