Tuxedo 9.1 Installation Fails on Windows 2008 (Doc ID 845701.1)

When trying to install Tuxedo 9.1 on  Windows 2008, the installation fails with the following error:

To get the exception, start the RP###.exe and hold down the Ctrl key.  This will pop up a console window with the exception.
