DCL Metadata Values do not Display Properly with UTF8 Encoding (Doc ID 845708.1)

Symptoms

UTF8 special characters do not display properly in dependent choice list (DCL) metadata values.  You have a DCL configured on your content server. Each metadata field in the DCL is configured as a multiselect list field and you're using UTF-8 encoding.

When connecting to content server with your browser encoding set to UTF8, values with special characters in the DCL fail to display correctly.  If you change the browser encoding to Western ISO, the values display properly, but the fields themselves fail to display properly. 
 
This problem is occurring with Internet Explorer, Firefox, and other browsers.  When using Mozilla, the DCLs are loading values but with strange characters replacing international characters. (è, à, é) in some of the DCLs.
