Users are Unable to Login to IPM and the Logs Display the Error "There are no licenses currently available" (Doc ID 845718.1)

Symptoms

Users are unable to log in to the IPM system.  The following errors can be found in the IPM Service logs.

"There are no licenses currently available [type: Standard User Seat]. Please contact your system
administrator."

"Failure occurred in message CQueryMultipleLicenseLogin."
