On Schema Publish, Schema Folder Permissions Change From 755 To 700

This problem can occur on any platform.
Symptoms
The Schema directories are getting recreated with a limited set of permissions each time the schema is published. This causes access problems for the UCM user that is running the content server application.
Example: Schema directory is set to permissions of 755. On publish, the updated directories have permissions of 700.
