Cannot Start HTTP Server From Root User Using "sudo" Command

When starting the Oracle Application Server instance from the Root account using the "sudo" command, the HTTP Server fails to start and the following error is returned:

# sudo $ORACLE_HOME/opmn/bin/opmnctl startall
opmnctl: starting opmn and all managed processes...
opmn id=test40dc:6200
2 of 3 processes started.

ias-instance id=instance_name.hostname.domain

--> Process (pid=32590)
failed to start a managed process after the maximum retry limit
