Server Starts Up in Admin Mode Due to JDBC Data Source Deployment Failure

Symptoms
Oracle Weblogic Server starts up in ADMIN mode if it fails to create a JDBC data-source during startup.
If the datasource failed to deploy (for any reason), then the server started in admin Mode is not in Running Mode.
In this case, server will have a message like the following in the log file:

Error ID: BEA-149259
Description Clustered servers must successfully deploy all configured applications in order to complete the startup process. Startup failure of any configured deployments will cause the server to be brought up in administration state instead.
Cause: This problem occurred due to failed deployments, which are already logged.
