Symptoms
After applying a patch for Oracle Single Sign On the problem still exists.
This note discusses patch 5220899 but the same issue is known applying other patches.
The patch 'readme' file documents "After the patch is applied, re-deploy the ossosvr.ear file".
The command "opatch lsinventory" shows the patch is applied successfully but the issue still exists.
For the issue handled by patch 5220899 it means a user is still asked to reset the password at next login, although the password has been reset previously.
