Internet Explorer Keeps Displaying Its Own 404 Error Page (Doc ID 850919.1)

Symptoms

In JDeveloper 11g, you specified an error page in your web.xml as the following:
...
<error-page>
   <error-code>404</error-code>
   <location>/error404.jsp</location>
</error-page>
...

The error page "error404.jsp" is defined as the following:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"
"http://www.w3.org/TR/html4/loose.dtd">
<%@ page contentType="text/html;charset=windows-1256"%>
<html>
   <head>
   <meta http-equiv="Content-Type" content="text/html; charset=windows-1256"/>
   <title>error404</title>
   </head>
   <body>ERROR</body>
</html>

However, when you run your application and try to reach a page that doesn't exist, you get the
standard Internet Explorer error page "The webpage cannot be found - HTTP 404" instead of your:
