Upgrading to 10.1.3.4 BPEL Configuration Assistant Fails With "rulehelp does not exist" (Doc ID 865167.1)

Symptoms

On a Linux/Unix operating system, when applying the 10.1.3.4 patch set <> , the BPEL upgrade assistant fails, failing the entire application of the patch.  The main error that is in the patch application logfile is "rulehelp does not exist".  The full patch application logfile will look similar to this:
