Content Editing Becomes Very Slow After Upgrade With AS 10.1.2.3 Patchset (Doc ID 865523.1)

Symptoms

Portal and other applications WebCache invalidation requests become slower and slower until the WebCache is bounced. This results in huge performance issues in Portal content editing and requires a WebCache bounce several times a day to avoid the Portal becoming unusable.

The error below can be seen displayed in the browser when submitting content changes in Portal:

General invalidation message processing exception: An error occurred while
closing the HTTP connection after receiving an error while getting the
invalidation response from Web Cache: ORA-29273: HTTP request failed
ORA-6512: at "SYS.UTL_HTTP", line 1389
ORA-29261: bad argument
