ORA-01013 Error During Normal WCC Operations

Symptoms
This is a generic Oracle Database error that is encountered when a query is taking too long to execute.
The message "user requested cancel of the current operation" is simply referring to the system timing out the query before it has a chance to complete. The timeout is intentional so the query doesn't continue indefinitely and utilize system resources.
(Below stack example is from UCM 10gR3 - 11g and 12c stacks will differ):
