This problem can occur on any platform.
Symptoms
A custom user account, created with the ascontrol_monitor role, is not able to login to AS Control following a restart of OPMN until the oc4jadmin user has logged in at least once.
The following error message is displayed on the screen. :-
Once oc4jadmin logins in, the custom user account is able to login.
