Active Directory Target User Reconciliation Does Not Update the ADCS Timestamp Field When Finished (Doc ID 869343.1)

Symptoms

-- Problem Statement:
When performing target Active Directory reconciliation you put a '0' in the "ADCS timestamp" field on the AD Target Reconciliation scheduled task to perform the initial reconciliation. When completed, the
'0' is deleted and no timestamp value is put in it's place.

-- Steps To Reproduce:
1. Put a '0' in the "ADCS timestamp" field
2. Configure the scheduled task normally and mark as enabled.
3. Run the scheduled task.
Note the blank "ADCS timestamp" field on the scheduled task.
