On Startup GWTDOMAIN Does Not Retry If Passwords Do Not Match

Symptoms
In Tuxedo 8.1, when SECURITY is configured as DM_PW for two Tuxedo domains, and password pair authentication failure is detected by the responder domain, the initiator domain continues to retry the connection. When the responder domain finds that the password does not match, it will close the connection. Under this scenario, the initiator domain doesn't treat it as security failure, and will keep retrying.
In Tuxedo 9.1 and 10gR3, when there is a password mismatch the ON_STARTUP stops retrying after the first connection attempt. An ON_STARTUP domain should still keep retrying when there is a password mismatch (which is the behavior in Tuxedo 8.1).
Changes
Upgrading from Tuxedo 8.1 to Tuxedo 9.x or Tuxedo 10.x.
