Purpose

This feature is handy in troubleshooting CLS server crashing with unexpected signal.

If the DMQ$CLS_TRACEBACK logical name is defined we return without establishing the default signal handlers. This allows a run-time error to generate a traceback instead of being trapped by the signal handler.   This is an undocumented feature that is handy for troubleshooting.
