Portal Home Page shows Error and Extra Characters after New Install of Portal 11g - Error: WWC-00000 (Doc ID 875212.1)

Symptoms

On a new install of Portal 11g, an error message and extra text is displayed at the top of the home page.
The Builder and Navigation links do not work either.

The Portal Home Page shows the following:

Below the error you can see extra characters like these:
