SSO Login Fails with 500 Internal Server Error After Upgrade from 10.1.2 to 10.1.4

Symptoms
After upgrading from 10.1.2.0.2 to 10.1.4.3, unable to login to SSO
Gets "500 Internal Server Error" after clicking the login link
ssoServer.log shows the following error
