ACLs Not Working After Installing Collaboration Manager (Doc ID 879993.1)

This problem can occur on any platform.

Symptoms

ACLs were enabled without Collaboration Manager installed.  This allowed the User Access List and the Group Access List fields to be displayed on the checkin page.

Now Collaboration Manager has been installed.  After this, the User Access List and the Group Access List fields are no longer displayed on the checkin page.
