"javax.enterprise.deploy.model.exceptions.DDBeanCreateException" Error when Accessing Portal or Workshop 'Application Configuration' from the WebLogic Server Admin Console (Doc ID 880815.1)

Symptoms

Within a clustered environment, when trying to access the "Application Configuration" for a WebLogic Portal or WebLogic Workshop application from the Weblogic Server Admin Console, the console throws the following exception:

javax.enterprise.deploy.model.exceptions.DDBeanCreateException: [J2EE Deployment SPI:260142]The descriptor at 'META-INF/annotation-manifest.xml' in module 'null' is not recognized, and could not be parsed.

Also, the admin server log complains about unresolved application library references for both the .ear and .war. The following is an example from WebLogic 9.2 MP 3:
