Folders and Project Folders are not Being Imported From a Folders Archive (Doc ID 881203.1)

Symptoms

A folders archive that was exported on a 7.5.1 Content Server is imported on a 10gR35 Content Server without error. However the folders are not in place under Contribution Folders and project folders are not in place under Collaboration Project.
