MessageQ: Cannot run dmqmonc as non-root user if the DMQ is started by root (Doc ID 882996.1)

This problem can occur on any platform.

If the MessageQ servers are started as root, running "dmqmonc -b 2 -g 1" (or 2) as root works, but not as the system operator account.
