Unable To Get The Workflow Timers During Startup After Upgrading To 10.1.3.4 (Doc ID 944309.1)

Symptoms

On 10.1.3.4 in Production:
When attempting to start all services (./opmnctl startall) the following error occurs:

ERROR
<QuartzPublisherInit::init> Notification Retry publisher scheduled at every 15 minute(s)
<::> Unable to get the workflow timers during startup, this can happen if orabpel server is
not started properly
<2009-09-17 16:57:13,846> <INFO> <collaxa> <ServerManager::__init>

Recently upgraded from 10.1.3.1 to 10.1.3.4
1. Clear all the logs by cd $OH/opmn/logs
2. Go to $OH/opmn/bin and restart opmn services (shutdown, startall, status -l)

3. Currently the bpel log level is set to DEBUG which is necessary to see the issue.

4. In the oc4j container log (container name is oc4j_soa), find the following lines:
