11g and 12c Releases of OID - Connections or NetCA May Yield: ORA-12154, TNS-3505, TNS-4409,TNS-4405 or "The directory has not been configured for this usage." (Doc ID 947285.1)

Symptoms

Clients configured for LDAP directory naming return ORA-12154 error during name lookup.  Tnspings are also failing with TNS-3505.

DBCA may hang while attempting to add a database to OID.

Using Net Config Assistant (NETCA) to create an LDAP.ORA (Directory Usage Configuration) returns TNS-4409 TNS-4405 errors.

NetCA error message:
"The directory has not been configured for this usage. It does not contain
the required Oracle Schema, or the Oracle Schema version is not correct."

The NetCA log shows:
Oracle Net Services Configuration:
ConfigException: Could not check for the Oracle Schema:
oracle.net.config.ConfigException: TNS-4409: Directory service error
caused by: oracle.net.config.DirectoryServiceException: TNS-4405: General error
caused by: oracle.net.ldap.NNFLException
Oracle Net Services configuration successful. The exit code is 0

OID heavy trace debugging shows anonymous search shows:  RESULT=48 -
 ConnID:593 mesgID:2 OpID:1 OpName:search ConnIP::: ConnDN:Anonymous
INFO:gsleswrASndResult OPtime=56 micro sec RESULT=48 tag=101 nentries=0


Ldapsearches from same client machine are successful using the following form:

The OID LDAP server version is 11gR1 or later.  This is likely a new installation.
