11g and Newer Releases of OID - Accessing Via Client or NetCA May Yield: ORA-12154,TNS-4409,TNS-4405 or "The directory has not been configured for this usage."

Information in this document applies to any platform.
Clients configured for LDAP directory naming return ORA-12154 error during name lookup. Tnspings are also failing with TNS-3505.
DBCA may hang while attempting to add a database to OID.
Using Net Config Assistant (NETCA) to create an LDAP.ORA (Directory Usage Configuration) returns TNS-4409 TNS-4405 errors.
NetCA error message:
"The directory has not been configured for this usage. It does not contain
the required Oracle Schema, or the Oracle Schema version is not correct."
The NetCA log shows:

The OID LDAP server version is 11gR1 or later. This is likely a new installation.
