Unable To Deploy a Composite Application From JDeveloper in 11g: HTTP error code returned [503] (Doc ID 949519.1)

Using JDeveloper 11g when trying to deploy a composite from JDeveloper it is failing as it is trying to deploy it to the IP address returned from the SOA server.

In this example scenario the SOA server sits in a private testing area separate from JDeveloper and the address that the SOA server understands as itself is not understood by the routers where JDeveloper is stationed.  The SOA server needs to be configured to send back its name not the internal IP address. 

The SOA server is returning an internal/private hard IP address that is unknown to the routers where JDeveloper is running. JDeveloper is using that information (rather than its own information about the location of the SOA server) to try to deploy the composite to the server.

This results in the deployment failing, this is the error as seen from JDeveloper:
