Portal Home Page Displays: Failure of Server Apache Bridge

The following message is displayed to the user when accessing Oracle Portal 11g:
No backend server available for connection: timed out after 10 seconds or idempotent set to OFF.
Build date/time: Jun 19 2009 15:52:07
Change Number: 1013
WLS_PORTAL.out and WLS_PORTAL-diagnostic.log report the following:
ORA-06512: at line 15
ERROR: oracle.webdb.repository.service.RepositoryServiceException: Portal session creation failed.
WLS_PORTAL.log reports the following:
- Parallel Page Engine URL is accessible without any errors (indicates Web-tier is working):
- ModPlSql Test URL when accessed via WebCache/OHS reports the same error as reported above:
- ModPlSql Test URL when accessed directly via Managed Server port is successful (indicates Managed Server is up and running and able to communicate with the repository database):
Install Fusion Middleware 11g (Oracle Portal 11g). Confirm all is working well.
Reboot the server.
Restart the services and access Oracle Portal 11g.
