Weblogic 10.0 JMS Server fails to auto reconnect after JDBC store recovery (Doc ID 960547.1)

When the Database backing up the JDBC store in a JMS Server is down and brought back alive, the
JMS server resources fail to auto reconnect. It requires the weblogic server to be restarted for
the JMS resources to be fully functional again
