ESB Does Not Rollback Transaction When Outbound Adapter is Disabled, and the Instance is Marked as Successful

When an outbound service is disabled, ESB does not roll back the message and does not produce an error notification.

The message is lost, it's not found in the Rejected Messages folder or in the ESB_ERROR table.

Also the instance is marked as Successful (green) but checking the Routing Service and the Outbound adapter these are grayed out.
