Oracle Portal takes long Time to Connect, it Hangs or Returns: "The page cannot be displayed error"

Users are unable to login from Oracle Portal.
When attempting to login the following happens:
- It takes long time to login.
- It hangs.
- Or it t returns an error in the browser : "The page cannot be displayed error".
- Attempting to login from ORASSO Home page also produces the same results.
The Portal Application.log shows the following errors:
Database Error: ORA=20006 ORA-20006: The session context could not be restored because the cookie value does not match the value stored in the session repository.
ORA-06512: at "PORTAL.WPG_SESSION", line 198
ORA-06512: at line 30
The ssoServer.log shows errors like this:
