Access Server hung shortly after component restart (Doc ID 966080.1)

Access Server hung repeatedly. Even after component restart, Access Server will hang again shortly. The service appears to be running with no apparent resource ( memory or CPU ) constrain, but no authentication/authorization is being processed.
One of the Access Server in the deployment crashed or hung prior to the event
