Get 403 Error When Invoke .NET Web Service (Doc ID 966359.1)

When attempting to connect .NET web sevice using partner link, Oracle SOA-BPEL allows the creation of a WSDL to support the non-existent partner links section but every such reference in BPEL program to this partner link gets errors

You may get following couple of errors:

1. When create the input variable for the invoke activity:
Can't create input variable. The selected operation does not have an input message!

2. When click the partnerlink again:
Error reading import of file:/c:/SOAProjects/Test/Scadatest20/bpel/SCADA.wsld:Failed to read WSDL from http://xxxxx:xxxx/OA_SCADA_Monitor/OA_SCADA.asmx?WSDL:HTTP connection error code 403
