Error When Starting Componentwizard.exe

Symptoms
When attempting to run the Componentwizard.exe executable (with the -debug switch), the following error is received:
debug level set to 1
setting m_binDir to Z:<domains>\ucm\cs\bin
startupName: ComponentWizard
binDir: Z:<domains>\ucm\cs\bin
no redirected output
command line:
launcher updating skipped because LAUNCHER_SOURCE_EXECUTABLE undefined
ComponentWizard.exe: empty command line computed.
This usually means configuration files are not readable.
Running with -debug as the first argument can help diagnose the issue.
Launcher.exe version: 10.1.3.3 (internal 7.2.1.1)
