Symptoms

Two or more Fusion Middleware 11g Instances reside on the same machine as part of a high availability architecture. This might be an Identity Management or 'Portal/Forms/Reports/Discoverer' High Availability topology whereby one machine hosts an Administration Instance as well as one of the Runtime Component Instances. 

The AdminServer-diagnostic.log shows the following error repeated over and over again.
