TNS-12502 And "Network Adapter could not establish the connection" Error While Restarting the Jboss After Patching Oracle DB. (Doc ID 968280.1)

Symptoms

After upgrading Oracle Database with some db patch(s) the Jboss server running OIM doesn't start and throws the following errors:

WARN [org.jboss.resource.connectionmanager.JBossManagedConnectionPool] Throwable while attempting to get a new connection: null
org.jboss.resource.JBossResourceException: Could not create connection; - nested throwable: (java.sql.SQLRecoverableException: Io exception: The Network Adapter could not establish the connection


The error seen on the Database side is:

TNS-12502: TNS:listener received no CONNECT_DATA from client]



The issue is reported to be reproduced using the following steps:

1. Upgrade the Oracle DB used by the OIM with some db patch that is certified to work with OIM
2. Restart the Jboss Server running OIM.
