Symptoms

Problem Statement:
When trying to set some attributes as required in a provide Information step of a reactivation workflow.
After setting the attribute as "REQUIRED" and trying to initiate a workflow these attributes are marked as optional instead of required and we could process the step without providing this information.

Steps To Reproduce:
1. Create a reactivation workflow having steps like:
Initiate
Provide Information
Provide Information
Approval
activate
Commit

2.During each of the above steps set the Require/Optional attributes for each step
3. Try to use this workflow and check the provide information step for the required attributes.
