Portal:portal Service will not start - OC4J_Portal Remains In INIT State (Doc ID 972692.1)

Symptoms

The Portal:portal component is down in Enterprise Manager.

When attempting to manually start OC4J_Portal the process will not start.
The process remains in INIT status.


STEPS

The issue can be reproduced at will with the following steps:

  1. Start the Middle Tier processes:

    opmnctl startall

    or

    opmnctl start
    opmnctl startproc process-type=OC4J_Portal


  2. Check the process status:
    opmnctl status

    There you will see OC4J_Portal status remains on INIT status:
