Alternate File Ignored For Workflow Items

Symptoms
On : 10.1.3.5.0 version, Content Server
Alternate file is ignored for workflow items when file type is pdf. Primary file becomes the web viewable file.
EXPECTED BEHAVIOR

The Alternate file should be the web viewable file.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure Conversion for PDF files through refinement
2. Configure word document conversion through PDF Converter
3. Create Workflow for Content
4. Check in content that meets the criteria to enter the workflow. USE: Primary file a .doc and Alternate file a .pdf (problem only exists when alternate file is PDF)
5. Wait for refinery to complete its activities and return the documents to content server.
Content entering Workflow. Primary file .doc, Alternate file .pdf. The .doc becomes the web viewable file the .pdf file is unavailable.

ue to this issue the alternate file for all items going into workflow is completely inaccessible.
