Server Fails to Start in New WebLogic Portal (WLP) Domain Created from WLP Domain Template (Doc ID 975033.1)

Symptoms

After creating a new WebLogic Portal (WLP) Domain from a WLP Domain template, the server fails to start for several reasons:

1. Server fails to start up with the following JSAFE_PaddingException:

2. Server fails to load webapp: 'bea_wls_internal.war' upon server startup and deployment.

3. Application fails to deploy with the following LibraryDeploymentException:
