Symptoms

The purpose of this document is to handle the issue of not able to process the activate workflow step unless the logged in user is an Oracle Access Manager administrator.

When we create a user workflow having an activate step
Only users that are members of identity administrators group are able to see the activate button
Non admin users are able to use the activate step and can see the activate button.
