Oracle Service Bus Template Builder is not Including Some Security Files (Doc ID 976345.1)

Symptoms

When a template is built from an existing domain using default values, the resulting JAR file is missing the following security files:

> DefaultAuthorizerInit.ldift
> XACMLAuthorizerInit.ldift

So if a new domain is created with the template, sbconsole is throwing access control security errors.
A similar problem occurs when you use WLST to clone an existing domain.
When you go to the service bus console it does not know that the default "weblogic" user has Administrator permissions. 

You will get the following exception:

Throwable: com.bea.wli.common.base.SBConsoleAccessException:
The current login role is not authorized to use the console action: "/viewAlertSummary"
