Workspace Attachments Icon And Attachments Count Are Not Properly Refreshed

When an attachment is added to an instance, the following incorrect behavior occurs:
- Attachments icon won't be shown in Inbox pane, and Attachments count will say "Attachments (0)".
- When clicking on Notes tab, the attachments count is refreshed in Detail pane, however "Attachment icon" in Inbox list is still not shown.
- When clicking on "Attachments" tab again, attachments count is reset to "Attachment (0)".
