Symptoms

When propagating inventory from a source domain to a destination domain using the ant propagation task combineWithPolicy with a custom policy file, the policy is not taking effect during the propagation's combine process. Using the custom policy, portlet preferences should not be getting propagated but they are getting propagated. Consider the following scenario: There is a portlet with a preference called 'Location' and its value is 'NJ' in the source inventory. The destination inventory has the value 'DE'. When the inventory is combined using a custom policy file the destination 'Location' preference will have the 'NJ' value. It should still have the 'DE' value.
