OSB 10.3 - Getting Unexpected Error Accessing Transport Information for the Service NULL after Server Restart (Doc ID 985477.1)

Symptoms

Exporting a Custom Transport application from ALSB 3.0 to OSB 10.3. Transports work fine for the first time. When the servers are restarted, related services are failing with following message in OSB test console:

Unexpected Error Accessing Transport Information for the Service: null



if we go and touch every single service in the project and change anything in the trasnport configuration, it again starts to work properly till the servers are restarted again.
